FY 2013 Budget Request   

The Obama Administration announced its FY 2013 budget recommendations with mixed news for Hispanic-Serving Institutions (HSIs).  

The 2013 budget request largely tracks 2012 appropriations, including $100.4 million for Title V Part A (Developing HSIs) and $21 million for Title V Part B (Developing Post-Baccalaureate Opportunities for Hispanic Americans). The proposal also recommends $9.219 million for the U.S. Department of Agriculture Education Grants for HSIs and first time funding of $10 million for the Hispanic-Serving Agricultural Colleges and Universities (HSACU) endowment fund that was authorized in the 2008 Farm Bill. Unfortunately, the HUD University Partnership Programs, including the Hispanic-Serving Institutions Assisting Communities (HSIAC), is zeroed out for the third year in a row.

The U.S. Department of Education’s budget also contains first-time funding of $30 million for the new Hawkins Centers of Excellence program to increase the pool of minority educators by expanding and reforming teacher education programs at Minority-Serving Institutions (MSIs). The National Science Foundation budget once again fails to comply with Congressional intent to fund the authorized program for HSIs.

The President also presents a series of new proposals to help college affordability and to increase college graduation by 2020. The proposals include a scheduled increase in the Pell grant from $5550 to $5635 through the 2014-2015 award year, a one-year measure to prevent student loan interest rates from doubling this summer, and a doubling of the number of work-study jobs over the next five years. The budget proposal to Congress would also create a $55 million competition, known as “First in the World,” under the Fund for the Improvement of Postsecondary Education (FIPSE) to reward individual colleges and nonprofit institutions that encourage productivity and efficiency, with up to $20 million reserved for MSIs.
