"SAN ANTONIO, Texas — Costa Rican President Miguel Rodriguez Echeverria in March will address an international Hispanic higher education conference designed to create new cross-border partnerships in areas ranging from technology to the environment.

The Hispanic Association of Colleges and Universities (HACU) will hold its first international conference outside U.S. borders March 4-6 at HACU's 4th International Conference, ""The Globalization of Education,"" in San Jose, Costa Rica.

In addition to President Echeverria, speakers will include U.S. Rep. Joe Baca, D-California; Costa Rican Minister of Public Education Guillermo Vargas Salazar; U.S. Ambassador to Nicaragua Oliver P. Garza; and Daniel Resendiz Nunez, Mexico's former Under Secretary of Higher Education and Scientific Research.

""This conference aims to facilitate partnership agreements among institutions of higher education, government officials and corporate representatives to address the globalization of higher education in the Western Hemisphere and beyond,"" HACU President Antonio Flores said. ""Together, we can bridge the cultural and language gaps that have divided us for too long.""

Workshops at HACU's 4th International Conference will be led by an international roster of educators, from Rhode Island to California in the United States, and from throughout Latin America and Europe. Topics will range from joint environmental protection projects and ""border-less"" education opportunities available via the Internet to the role of today's college campuses in business and economic development throughout the Americas
