During his 15-years leading HACU efforts, Flores has worked to advance Hispanic higher education success nationally and strengthen international higher education collaborations. Among HACU’s various leadership programs is an annual Latino Higher Education Leadership Institute, a unique program that gathers Latinos who work in all levels of higher education leadership to share ideas, best practices, resources, and experiences in a forum setting.

The Moreno/Rangel fellows program is a leadership program that aims to increase the number of Texas Latinos working in public service and leadership roles. The program was created in conjunction with the Mexican American Legislative Leadership Foundation by the Mexican American Legislative Caucus (MALC). MALC is the largest and oldest Latino caucus in the United States.
