Opening Ceremony
The Honorable Eduardo Aguirre, Jr., is the U.S. Ambassador to Spain and the Principality of Andorra. He presented his diplomatic credentials to King Juan Carlos I of Spain June 29, 2005. Previously, Ambassador Aguirre served, for 2 ½ years, as the first Director of U.S. Citizenship and Immigration Services (USCIS), with the rank of Under Secretary  in the U.S. Department of Homeland Security. Under his leadership, USCIS made significant and measurable progress towards eliminating the application backlog, improving customer service, and enhancing national security
Dr. Virgilio Zapatero has been the Rector of Alcalá University since 2002 and was re-elected in 2006 for another four year period. During his academic career, he has occupied several Chairs at the Universidad Autónoma de Madrid and Almería, as well as the Universidad de Alcalá. He has a recognized experience of 30 years of teaching and 24 years of research work. Under his leadership, the Universidad de Alcalá has grown and its international reputation has placed it among the finest European universities.

Plenary Session I
“Hispanic values and culture and the role of higher education”

Jorge Urrutia is Academic Director of the Cervantes Institute, doctor in Romance languages philology and professor at the Carlos III University in Madrid. He has been visiting professor in many European and American universities. For two years, he was Director of the Cervantes Institute in Lisbon. He is a recognized writer, poet and translator.

José Jaime Rivera is Chair of the Governing Board of the Hispanic Association of Colleges and Universities (HACU) since October, 2006.  He is also President of Sacred Heart University in San Juan, Puerto Rico, since November 1992. Through 36 years in higher education he has occupied key leadership positions as well as faculty appointments in universities in Puerto Rico and the United States. He has been a consultant in various areas in Puerto Rico, United States, Switzerland, Mexico, Argentina and the Dominican Republic.

“Hispanic culture in the international context: the dialogue of cultures as an imperative”

Mr. José Ignacio Goirigolzarri is Chief Executive Officer of the Banco Bilbao Vizcaya Argentaria, S.A. Bancomer.  Since 1995 he headed the Banco Bilbao Vizcaya América, coinciding with the expansion on the American continent of the Grupo Banco Bilbao Vizcaya.  With the merger between the Banco Bilbao Vizcaya and Argentaria in October 1999, he was appointed member of the Executive Committee, responsible for Latin America.  In  April of 2001 he was appointed Group Senior Executive Vice-president–Head of Retail Business
