CCRAA, Title V and USDA Grants Announced

Department of Education Announces College Cost Reduction and Access (CCRAA) and FY 2008 Title V Grant Recipients
The U.S. Department of Education provided to HACU the list of the 80 Hispanic-Serving Institutions (HSIs) that will be recipients of College Cost Reduction and Access Act (CCRAA) grants. These HSIs are located in Arizona, California, Florida, Illinois, New Jersey, New Mexico, New York, Puerto Rico and Texas. The CCRAA-HSI legislation will collectively provide $200 million to these HSIs during FY 2008 and 2009 for proposals that will increase Hispanic student interest in Science, Technology, Engineering, or Mathematics (STEM) careers, as well as implement effective transfer and articulation programs between 2- and 4-year institutions in these areas.

These funds represent the single largest competition for HSIs since they were officially recognized under federal statute.  The Department of Education received nearly 150 eligible grant applications for this competitive funding opportunity.  HACU applauds the leadership of its member colleges and universities that were awarded these important federal grants to promote Hispanic higher education success in the STEM fields. Title V grants awarded to 23 HSIs
New FY 2008 Title V grants were also awarded to 23 Hispanic-Serving Institutions (HSIs) in Arizona, California, Colorado, Florida, New Jersey, New York, Puerto Rico and Texas.

As previously announced, the Department of Education did not have an open competition for the FY 2008 Title V, but instead made FY 2008 awards to applications submitted for FY 2007.  The Department decided to fund down the slate, because of the large number of qualified applications they received for FY 2007.   The following are the 23 HSIs awarded a Title V competitive grant by the U.S. Department of Education for FY 2008.

FY 2009 Title V Competition
For FY 2009, it is still to be determined if there will be a Title V competition.  The federal government is under a Continuing Resolution (CR) and it is not clear if Congress will extend the CR until February 2009, come back after the fall elections to discuss an Omnibus budget package for FY 2009, or extend the CR for all of 2009.  If they do extend the CR for all of 2009, there will be a Title V competition for FY 2009.  If Congress passes a new budget for 2009, it will determine the amount for Title V.  (This year the Senate approved the President’s recommendation of $74.4 million and the House approved $93.2 million.)  HACU will continue to seek to increase the amount to $100 million during conference deliberations. 

HSIs win $5.7 million in USDA grants
The Hispanic Association of Colleges and Universities (HACU) applauds the award of $5.7 million in grants from the U.S. Department of Agriculture (USDA) to 18 Hispanic-Serving Institutions (HSIs).

The USDA Hispanic-Serving Institutions Education Grants Program, administered by the USDA office of Higher Education Programs, is a competitive grants program designed to promote and strengthen the ability of HSIs to carry out education programs that attract, retain, and graduate outstanding students capable of enhancing the nation’s food and agricultural scientific and professional work force.  Projects may involve individual institutions or cooperative initiatives between two or more HSIs or with other colleges and universities, units of government, or the private sector.

A total of 57 different institutions from 11 states and Puerto Rico submitted 71 proposals for consideration for funding for this year, the tenth year of the program. These competitive grants were awarded to HSIs in Arizona, California, Florida, New York, Puerto Rico, Texas and Washington.  The 2008 USDA HSI Education Grant Recipients are:
