No Title V competition in 08; $200 M available to HSIs under CCRAA; DHS summer research opportunity

The United States Department of Education (DoEd) has notified the Hispanic Association of Colleges and Universities (HACU) that there will not be a new open competition for the FY 2008 "Developing Hispanic-Serving Institutions Program" (Title V).  The U.S. Department of Education requested $94.9 million for the HSI program for FY 2008, of which an estimated $13.4 million will be available for new awards once the appropriation bill is signed into law. 
 
The DoEd received a record number of Title V proposals for FY 2007, as a result of the elimination of the two-year wait out period and the removal of the 50% low-income criterion. Only 30 new grants were awarded in FY 2007 and many high quality applications did not receive funding.
 
The DoEd intends to make new FY 2008 awards to applications submitted for FY 2007.  No Cooperative Development grant awards will be made from the FY 2008 appropriation for this program. This is a completed rule and not subject to comments or amendments.

Funding for the College Cost Reduction and Access Act of 2007
 
The U.S. Department of Education encourages HSIs to focus on the $200 million designated for HSIs under the College Cost Reduction and Access Act of 2007 (CCRAA). The CCRAA legislation set aside these funds for proposals that address Science, Technology, Engineering, or Mathematics (STEM) education and articulation programs. A single competition this year is expected to award two year grants, approximately $1 million each year in both FY 2008 and 2009. 
 
Criteria and priorities applicable to this funding opportunity and details and timing of the FY 2008 competition under the CCRAA, including technical assistance workshops, are still under development.
 
HACU has strongly encouraged the DoEd to ensure that workshops are held in various appropriate geographic locations and with sufficient time for HSIs to develop strong proposals.

DHS Summer Research Team Program for Minority Serving Institutions

The U.S. Department of Homeland Security (DHS) announced program guidelines for the 2008 competition cycle of the DHS Summer Research Team Program for Minority Serving Institutions. 

Summer research appointments will be available for qualified faculty and student research teams in a homeland security related science, technology, engineering, or mathematics (HS-STEM) discipline to conduct research at the DHS Centers of Excellence.
