HACU president and CEO Antonio R. Flores submitted written
testimony to the House Appropriations Subcommittee on State, Foreign Operations
and Related Agencies supporting a $40 million competitive grants program for a
Hispanic-Serving Institutions (HSIs) study abroad program under the Foreign
Assistance Act of 1961.
The program would support student exchanges among
populations attending U.S. HSIs, as well as students attending colleges and
universities in the Western Hemisphere. Dr. Flores cited the strong ties
between nations in the hemisphere that are rooted in history, culture and
trade, and noted that a student exchange program would solidify these ties and
enhance mutual respect and understanding between the citizens of the respective
nations.
If approved, the program will be administered by the Bureau of Educational and Cultural Affairs within the U.S. Department of State.
