Almost two months after the
statutory deadline, the Obama Administration has finally announced its FY 2014
budget recommendations.
The
2014 budget request largely tracks 2013 appropriations which saw level funding
minus the reductions mandated by the sequestration process. However, the
President’s budget recommends undoing the sequester for FY 2014. The FY 2014
budget includes $100 million for Title V Part A (Developing Hispanic-Serving Institutions
- HSIs) and $21 million for Title V Part B (Developing Post-Baccalaureate Opportunities
for Hispanic Americans). The proposal also recommends $9.219 million for the
U.S. Department of Agriculture Education Grants for HSIs and first time funding
of $10 million for the Hispanic-Serving Agricultural Colleges and Universities
(HSACU) endowment fund that was authorized in the 2008 Farm Bill.
Unfortunately, the HUD University Partnership
Programs, including the Hispanic-Serving Institutions Assisting Communities (HSIAC), is zeroed out for the fourth year in a row.
