Final FY 2011 Hispanic Funding Announced

After final attempts made by HACU, its membership and Minority-Serving Institutions (MSI), the Obama Administration announced the final FY 2011 funding amounts.  Letters from college and university presidents and numerous phone calls were influential in minimizing cuts for Hispanic-Serving Institutions (HSIs). 

According to Antonio R. Flores, HACU President & CEO, “We’re grateful for the intense efforts from HACU member presidents that responded to a call-for-action and sent letters in opposition of budget cuts to an HSI community that already is underfunded, and for the equally intense collaborative effort among the various MSI communities.  Now begins the effort to make the case for the FY 2012 budget.”

The Continuing Resolution passed by Congress in mid-April required that the agencies submit a spending plan within 30 days of enactment. The amounts below are the final numbers for HSI programs for FY 2011.

The Title V amounts represent an 11 percent cut from FY 2010 funding.  The FY 2011 appropriations include $104.3 million for Title V Part A (Developing HSIs) and $20.8 million for Title V Part B (Developing Post-Baccalaureate Opportunities for Hispanic Americans) level with 2010. 

The HUD University Partnership Programs, including the Hispanic-Serving Institutions Assisting Communities (HSIAC), is zeroed out for FY 2011. 

The HSI STEM and Articulation program, whose 2011 competition closed April 29, will not be affected, since the funding for this program is mandatory under last year’s health care and student aid reconciliation legislation.

The U.S. Department of Agriculture Education Grants for HSIs Program received the overall 0.2 percent cut recommended by Congress and will be funded at $9.2 for FY 2011.

Pell grant maximum award will remain at $5,550 although the year-round Pell was eliminated.
