FY 2012 Budget Request and FY 2011 Budget Debate The Obama Administration announced its FY 2012 budget recommendations with mixed news for Hispanic-Serving Institutions (HSIs). The Administration's five year spending freeze on most discretionary programs eliminates some programs, including some for HSIs. The 2012 budget includes $117 million for Title V Part A (Developing HSIs) and $22 million for Title V Part B (Developing Post-Baccalaureate Opportunities for Hispanic Americans) level with 2010. The HUD University Partnership Programs, including the HSIAC, is zeroed out for FY 2012. However, the Department of Education’s budget also includes first-time funding of $40 million for the new Hawkins Centers of Excellence program to increase the “talent pool of effective minority educators by expanding and reforming teacher education programs at MSIs.” Also, the National Science Foundation budget includes $20 million in new funds for HSIs under the Transforming Broadening Participation in STEM Program. Congress is still debating FY 2011 appropriations. HR 1 would reduce the Title V undergraduate program to $17 million for FY 2011. Other HSI programs would also be significantly cut or eliminated. The Pell maximum grant would be reduced to $4015. We urge you to call now and ask your Members of Congress to oppose the cuts proposed by the House.
